Nizamuddin Qaisari was born 1964. He is the Qaisar District Police Chief and Popular Uprising Commander. Qaisari is the de facto commander of General Dostum’s militia in Faryab and, like his boss, has increasingly clashed with Afghan civilian and military officials over a lack of security in the ethnic Uzbek stronghold.
On 18 February 2018, when around a hundred fighters belonging to Nezamuddin Qaisari, the head of the Faryab provincial popular uprising (khezesh-e mardomi) forces and a member of Dostum’s Jombesh party besieged those loyal to a rival commander, MP Fathullah Qaisari, who belongs to Jamiat-e Islami, at Maimana airport and tried to detain him over an alleged assassination plot. Fathullah Qaisari and Rahmatullah Turkistani, former Jawzjan police chief, plotted to kill him in a bomb attack as part of a 1.5 million afghanis deal.
Public uprising forces under Qaisari’s command and dozens of other soldiers are under siege by the Taliban in Shirin Tagab and Khawja Sabz Posh districts for past few days. Nizamuddin Qaisari, warned that if his forces are not rescued, he will “kill” local officials, police and army commanders stationed in Faryab.(20180525)
A provincial council member of Faryab Tahir Rahmani confirmed that Commander Qaisari has been arrested by the Special Forces of the Afghan Military. Commander Qaisari started verbal clash with the participants of a security meeting in Maimana city which resulted into a armed clash.
According to Rahmani, at least four security guards of commander Qaisari were killed and at least four others were wounded. Nizamuddin Qaisaris prominent commander of Junbish Milli led by the First Vice President General Abdul Rashid Dostum.(20180703)

Qaisari is fiercely anti-Taliban, and has always been very critical of President Ashraf Ghani’s management of the fight against the Taliban, especially in the north of the country. Qaisari has warned that if Faryab falls, the whole north of Afghanistan will fall to the Taliban.
